If the original message is included in replies to e-mails and to newsgroup
messages, the original message is sometimes preceded by this doohickey " >"
(One or more).

Some of the replies that I receive are not preceded by this symbol. Is this
symbol set by the sender or by the receiver? Where, in Outlook Express, can
this symbol be set?

The sender if they have the email client set up this way. There are more
email clients than OE.
Where, in Outlook Express, can this symbol be set?

Tools >> Options >> Send >> Plain text settings
