What is SKU 66I-00021 ???

'Looking into buying Vista Premium Upgrade, I keep finding two SKU's -- with
the "Retail Tech" version being more expensive. Nowhere have I found -what-
differentiates that product from the other, below.

66I-00003 Windows Vistaâ„¢ Home Premium English Upgrade North America DVD
66I-00021 Windows Vistaâ„¢ Home Premium English Upgrade DVD Retail Tech SKU

It looks like it is the retail vs. OEM. Retail comes with the pretty plastic
(and some claim impossible to open) case and support from Microsoft. The OEM
is supported by the manufacturer of the PC.

Your reply might be correct, but it doesn't make sense to me.

Re Vista Home Premium:
66I-00715 appears to be the System Builders' OEM 32-bit single-pack SKU.
66I-00752 " " 3-pack
66I-00788 appears to be the System Builders' OEM 64-bit single-pack SKU.
66I-00825 " " 3-pack

66I-00002 Retail English North America DVD Retail
66I-00010 appears to be the Retail License-only (no media) SKU.

66I-00003 Retail English Upgrade North America DVD
66I-00013 appears to be the Upgrade License-only (no media) SKU.

Which still leaves me confused about ...
66I-00021 English Upgrade DVD Retail Tech SKU
as "00002" and "00715" seem to be the Retail/OEM(System Builders) products
AND the price of the "00021" is higher than the "00003" (Upgrade).

PS: Forgot to note I was only including English Home Premium SKU's and to
include-

66I-00488 appears to be the Upgrade (AE=Academic Edition?)
