Changing the base language of Vista

Hello,

I have a laptop with Vista Home Premium OEM edition preinstalled on
it. However, it is in Russian and I would much prefer an English
edition.

My friend has Vista Ultimate Retail edition DVD. If I install that on
the laptop, and type in my product key on the sticker at the base of
the laptop, will it install a Vista Home Premium in English?

If not, what is the best way to change the base language of an OEM
Home Premium??

Thank you

Language is chosen during installation, from a list.

Thanks for the information. I guess my next question is, will a retail
DVD of Vista install on a laptop using the OEM key stuck on the
bottom ...?

Do you know how I can obtain a OEM install media instead of retail?
Laptop is Toshiba, it came with no disks.

You get it the same way you get the retail version: buy it.

No. A retail version of Vista has its own product key. Use that.

Ask Toshiba if they can supply an OEM Vista DVD or maybe even a Recovery DVD
for your model. You may have to pay something for this.

Or, you can hope that a friend or relative has a generic OEM Vista DVD (not
computer manufacturer branded)..

Or, you can buy a new one which comes with appropriate key..

Well, I tried reinstalling and found that Ultimate DVD does indeed
contain all editions, including English Home Premium which is what I
needed.

Unfortunately - on the second boot, the computer bluescreened with
STOP: 0x0000012a (0x00000002, 0x00008002, 0x00000000, 0x00000000) and
message "Windows did not find any installed, licensed language packs
for the system default UI language."

So it looks like my key on the base of the laptop is not only contain
information for Vista OEM, Home Premium but also language Russian.
