what is service.lck? "Can't open file "serivce.lck" for wirting"?

I'm trying to create a new web page in Front Page. When I select a template,
this error pops up and fails to load any of the templates. I have reinstalled
Office and front page.
 
Delete the file or have your host delete the file.

The file (service*.*)is not on my pc. I have performed a search.
I am trying to create a new web page, not modify.
the steps that I've taken are:
a. open FP
b. click on file; new; web; person...;
at this point 2 windows open; the first says "creating new web..." the
seconds displays over the first and says "can't open file..."
 
1. The file is a hidden system file.

2. Create a folder then open the folder in FP and let it make it a web.

Thank you, I discovered the problem. I looked at the string where the file
would have been created. When I tried to trace the string,I discovered there
was no such string. My problem is not FP, my user information is corrupted
in that there was no "my docments" folder (among others) to create the file
in.
Now the issue is how do I recreate a user with the default folders?
