What is it doing?

I'm trying to set up two test LANs and wire them together and send an E-mail across. I'm runing them both on Windows 2000, but when I try to configure the computer through the configure your server setup screen I get to the point where it's trying to load the active directory section and errors out, saying the the network location could not be reached, even though I told it that this is the only server on the domain. What is it looking for

I've only ever set up NT domains and I know that you have to tell it beforehand that you want it to be the PDC

Also, is there a way to make a windows 2000 server be a domain controller for an NT domain? My boss doesn't want to use active directory, but I don't know how to set up mixed mode. Any help would be greatly appreciated.
 
Okay, I actually figured it out. Going through the Configure your Server dialog and unattended install wasn't working. I had to install the Microsoft Loopback Adapter and then go Start>Run>dcpromo.exe
