What font is used in System/Program Menus?

I am trying to add text to screen capture from Microsoft Streets and Trips.
I was wondering what system font is used for the text in the 'balloons' in
this program. I looked in the Steets and Trips program folder but could not
find any fonts.

I was wondering what font is used in Streets and Trips as it seems to be the
same one used in most of the default menus.

I have Bitstream Font Navigator installed and can not find a matching font.
The closest I get is Tahoma. Is this it?

Tahoma 8 point is what I have.

Right click the Desktop.
Click Properties.
Click the Appearance tab.
Click the Advanced button.
Under Item, click the V to expand the menu.
Click on ToolTip.
The font will be listed under..... Font.

Color 1 is the background
Color 2 is the font color.
