What exactly is "Active Desktop"

I keep asking why I can't "Drag and Drop" icon on my DT
and wonder if it has anything to do with "Active Destop"
 
Hello,

To enable Drag and Drop, right-click on the toolbar at
the bottom of your screen, choose Properties, then choose
the Start Menu tab, and finally click the Customize
button. There, you should be able to check the bok that
will enable you to drag and drop.

Sorry, but forgot a step. After choosing the customize
option, then click on the Advance tab to enable drag and
drop.
