What does this message mean?

Our house got hit by lightning in June of 04 and it took out all three
computers and other electronics. My web site was on one of those computers.
I have a new computer now, and have been trying to get this web back up, but
when I enter any music files onto it, I get the following message:

"an error occorred accessing your FrontPage web files. Authors - if
authoring against a web server, please contact the webmaster for this
server's site. Webmasters - please see the server's system log for more
details."

Here's the problem: I'm the only author and I'm the webmaster. I don't know
how to answer my own questions. When I go into Front PAge help, they talk
about the security menu that is contained in the Tools menu. I cannot open
it. If I have to change certain user names, I'm not sure where to go, now.

This web space was provided by the general board of global missions of the
United Methodist church, so I guess that they are the server. IF not, I
don't know who the server is. I am using FTP 7.5 to upload and FrontPAge
2000 to work on the website.

Open FP
If your site had the FP server extensions use File open Site and enter your site URL as http://www,thenameofthesite.com/ and log in
Then Publsih the site to your local PC
(File Publish and browse to a folder on you PC - say C:\MyWeb)
- you can also only access Tools Server when the online site is open
