what does it mean when the light at the back of the pc for the ethernet card slot is off

I noticed this on my system, if the light used to come on but no longer
comes on is this a software issue?or hardware issue only?
 
connection / cable issue. on the other side it could be that the card is
dead, does it show up in device manager?

Yeah - does the LAN still work on the PC?
 
Normally there is a green led that should light up solid green whenever a
network cable is connected to the PC and to another device such as a switch
or router to indicte a link has been established between the two devices.

There should also be a yellow led that should blink in a random pattern
indicating traffic on the network.
