It's saying you should sync the domain controller holding the FSMO PDC
Emulator role.

Note: the machine is not a "PDC" but rather a PDC Emulator that mimics NT4's
PDC, along with many other functions it performs. One of the functions is
the PDC Emulator acts as the time server for ALL machines in the domain.

To set time sync for Win2000 to the Navy time server:

net time /setsntp:192.5.41.41
net stop w32time

Then it sets the time functions. You will see many messages at this point.
Once completed, then type in:

net start w32time

Make sure your firewall is allowing NTP 123.
