What can change the time on a Win2000 Server?

Hiya...

I have a win2000 server that I built from scratch. The time seems to
keep resetting itself to be 15 minutes wrong.

I am keen to know all the things that can change the time before I
implement some sort of ntp for windows thing.

Try deleting the Adj Value Name from
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Parameters
and restarting the computer.
