What can Access 2000 do?

If you know what a database is you'll know what Access IS.
If you know what a connection is, you're halfway there.
If you know what a recordset is, you know what it can do.

There's a lot of details involved in knowing it all, but hopefully you've
got you're first paragraph filled out from the above.
