What are 'vendorprefs'

I had to reinstall XP from a partition. Still have many
problems. When i try to open HP's Help and Support I get
message 'failed to load vendorprefs'.. It will loop many
times before it stops. and then ..sometimes..gives a
message about the registry. [which I think is corrupt].
Any one know whats happening?
