Is it a packaged external drive (made by Western Digital) or a separate
drive you installed in a USB enclosure yourself. Please give all pertinent
information instead of have us ask for it.

my external drive is connected via usb port. i have tried to update the
driver by going into device manager but it made no difference.
USB 2 drivers are included in SP2 for Windows XP. Do you have this
installed?
Are you connecting to a port physically on the M/B, or do you have an add-in
card for USB? Do you have USB 1.1 or USB 2.0 ports in your computer?
If you go to device manager/Universal Serial Bus Controllers, do you see an
entry for "Standard Enhanced PCI to USB Host Controller? If you do, there
are USB 2.0 drivers already installed on your system.
