western digital external hard drive isn't recognized by computer

I have a problem with this hard drive not being recognized or picked up when my computer boots up. i run windows xp and it doesn't seem to even see it when i place the usb in another port. any thoughts? it is a wd1600b015 model.
 
Have you tried anything else in the usb ports to check that they are working ??

yes, i have a digital camera that runs fine and is recognized by the computer. i am stumped.
