Welcome Screen

I can no longer get welcome screen on start up, when I try to choose this
option in user accounts it tells me I can't because of and application -
RtlGina2.dll and to remove it, which I can do as it is in windows system
files and it won't let me remove it - not even sure if I should as it may be
important - what do I do?

RtlGina2.dll appears to be related to Netgear......do you or did you have a
Netgear network card installed?

You could uninstall the Netgear drivers if you no longer have the network
card installed, or see if d/loading and running this fix, provided by Doug
