Welcome Screen Security? ATT: any MVP

I operate with WindowsXP Home and use Norton AntiVirus
and Norton Firewall(2004). I am connected to an ADSL
internet service(so I'm always online). I setup a couple
of User Accounts on the XP operating system, so when the
PC is turned on the "Welcome" screen appears waiting for
someone to sign in.
What I want to know is --
When the PC is booted up and still sitting with
the "Welcome" screen, has the system made the connection
to the internet, and if it has, is the system being
protected by the Norton firewall even thought no one has
signed through the "Welcome" screen????

Yes and yes, and if you used the built-in firewall instead, also yes.
The machine is fully alive to the network whenever booted, whether
anyone is logged in locally or remotely, or not. Things that are set
to Automatic startup mode in the Services start when the machine is
booted. Things that are configured in an account's Start Menu Startup
folder will only be started when the account logs in.
