Weird Message on Windows Launch

Everytime I launch windows from whatever user profile a desktop notepad
screen launches saing:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-
21787

How do I fix this? Thank you.

Thanks for the reply, Kelly. I tried deleting the files as suggested, but
that didn't work, they reappeared. So I did the change in Startup and it
seems to be solving the problem, although now it takes longer to start up
windows. Also, I keep getting a new error message saying:
access violate at address 00480A90 in module 'ntkrnl.exe'. Read of address
00131000

Any suggestions?
