Weird "help" behavior!

I recently installed MS Office 2003 Standard and have only one strange
problem: When I click Tools, Options, then the question mark (?) in
the upper right corner, a window opens that tells me that Office is
installing and configuring a new file(s). For the remainder of the
current session this file is in place and available immediately
whenever I need it. But if I close my program, then restart it,
clicking "Tools | Options | ?" will again reinstall the same file(s),
which is a big waste of my time. This problem is happening in both
Excel and Word, can anyone tell me how to fix it?

One of my game programs (Pretty Good Solitaire) also opens up the
Office 2003 install windows, even though Office isn't running at the
time. Can anyone help?
