- a website downloader / copier like httrack or site sucker
- Microsoft's HTML Help workshop
You might be able to get by with just the latter if you've a program / utility
/ facility to mount a website / ftp site as a disk drive --- then you could
point HTML Help workshop at that and build the .chm file on your own system.
