You need at least a web server. IIS is included in XPPro. You can also
download and install Apache. Your ISP user agreement must allow hosting of
a web server. You must have either a static IP address or some method of
determining your dynamic IP Address. You should have DNS services. For a
home network probably dynamic dns services is best.
Start by reading help IIS or Information Services. You could also do a
google search or visit Apache's web site. There are several tutorials
available on the web.
