Web server on DSL line

My XP Pro system is connected to the Internet over a DSL line, with a static IP address. I'd like to set it up as a Web server (using Apache) that anyone can access, but it doesn't work, not with http://<my ip addresss> or with http://<the apache address>. I have Norton Internet Security on the system, but disabled it to try this. Am I attempting the impossible?

Am I attempting the impossible?

Ask your ISP what ports are open in your DSL router/modem. Note that you may
be violating the terms of your contract w/them if you have only a
residential account.
