web pages not opening full screen

Xp Home is not remembering to re-open webpages full screen.
I have tried holding the CTRL key when I "X-out".
Is there a work around for this problem?

Maximize IE, then Use the file menu. File -> Exit

Try dragging the page to full screen, then X it out and go back to it
to see that it's fullscreen.

Try using the Shift key instead of the Ctrl key when exiting.
