Web page shortcuts to desktop

whenever i try to open a shortcut for a web page that i have saved on my desktop it only brings up the windows XP printer control panel. How can i get the shortcut to open the web page that I saved. This only started after I acquired and eliminated a recent worm. I haven't been able to find any similar issues in any knowledge base so far. Can anyone help me?

The worm (or its removal) probably damaged some key files. Do you have a
System Restore point farther back than the worm? That might recover things.
Otherwise, you may need to do a repair reinstall of Windows XP atop itself.
