Shortcut Icon on desktop

For some reason, I have lost my desktop shortcut to
http://www.google.com.
So I created a new shortcut to that web address as I have done with
other web addresses in the past. When I double click on that desktop
icon, it says 'windows cannot open this file'. I must have lost
something.

What can I do to restore the capability of making a desktop icon to
link to web addresses?

I downloaded and executed the Registry update from
'xp_url_shortcut_fix.reg' file, but although it completely okay, it
did nothing for my problem.
