Web page screen position

I was wondering how to "lock" the web page so that when
you change the screen resolution or restore down the
browser the page stays the same without grouping around
so eveything is center? Can someone please help. Thanks.
 
Use Fixed Width table to structure your page layout, center the table on the
page and set the width to not more than 750 pixels.
