Moving Text

I am using a web page with two frames. The frame at the top contains the
name of the website and the hyperlinks for the other pages. The frame at the
bottom is the target frame for the links. When I preview my page in a
browser and hit the restore down button at the top right, the text does not
stay in the same position but moves to fit the smaller page. I want the text
to remain in the same position no matter what the page size. When I looked
at other websites and hit the restore down button, the text remained in the
same place, and a scroll bar appeared that allowed me to scroll over. How do
I make the text remain in the same position?

Set the frames in a table or div set to a fixed width, not a percentage
width.
