I have Win 98 with IE6 and everytime I click the IE icon
to connect to the web through my dial up a popup shows up
saying "the web page is not available offline would you
like to connect now?" Well of course I want to connect
thats why I clicked the icon. Any Ideas?

Because you might to remain offline to read pages that you deliberately
cached up to read offline. Not everyone pays a fixed price for Internet
access. Some pay by the minute or hour so they don't want to spend
money and waste time making connections that they do not need. Some
users will mark their Favorites that they want available offline,
synchronize, and then disconnect so they can wander through the pages
without using up a valuable resource - their money for the time they
would have to wander through the pages while online and connected.

When you open IE, look under the File menu. Is "Work Offline" checked?
If so, well, then you're offline. If you are selecting to go online,
stay online, close IE, and the next time you open IE you find that it is
set to Work Offline again, then you have a different problem (i.e., "Why
is IE always set to Work Offline mode when I start it?").
