'web page cannot be displayed' window cannot be closed

The web page cannot be displayed window appears and
cannot be cleared. The window is in front of all other
apps regardless of what I try. There is no border around
the window and no buttons in the upper right corner.
Logging off and back on clears the trouble. Any ideas on
how to fix this?

I am experiencing the same problem as Ross. At this point in time I do not know if Ctrl+W works. I would like to know if there is a way to prevent this from happening
