Web Page appearance

I have a problem with my web page appearance. The icons
and address bar at the top are constantly changing
places. Also the start bar has been moved to the side of
the page instead of the bottom of the page. Any idea how
to get it back on the bottom and reset the top of the
page. I am using 98, btw. Thanks in advance.
 
Right click on an empty space on the bar and drag it to the bottom of the
screen.
