Web Folders

when i rigth click to get into my windows explorer menu,
there is normally a folder called "Web Folders" above the
internet explorer or netwrok folder. I just got a new
laptop form dell with windows XP adn it has no folder
named this?? any ideas why, or what else to do if you want
to download a site for editing?
I also cannot get anything java script to wrok on the
interent on this machine!
please help
