What fine print are you talking about, and what are you
trying to do to change it? Alternatively, how do you
think you should be able to change it?
 
There are "text size" settings (view menu in Outlook Express
& Internet Explorer) and you can add toolbar buttons or use
the scroll-wheel/ctrl key to change sizes UNLESS the author
of the page has locked his HTML code. You can over-ride
this with the accessibility options for handicapped users.
