after a clean installation of xp home the security settings are all different
from the previous installation all that has changed is the actual computer.
it wont let me download some files and an information bar actually appears on
most web sites, i tried to download adobe reader and it comes up and says
that your web browser security has stopped this page from downloading. what
is the problem with the browser and how can i fix it?

Try setting your security settings to medium or low. With IE open click
tools\internet options\security tab and then highlight the selection of your
choice in the window and click the custom settings button and then set it to
medium, down the bottom in the drop down list, and then click apply and try
things again. I would not recommend a low setting, although that's certainly
how I have mine set, unless you are secure in the knowledge that your system
is safe and that you have adequate programs to combat Viruses, Intrusion
attempts, and Spyware/Malware/Adware. I use Zone alarm, Avast and Bit
Defender to accomplish this. TTFN.
