Web Apps can't access internet

Recently applications such as MS Media Player, MS
Outlook, Norton LiveUpdate, etc. cannot connect to the
internet, but Windows I.E 6.0 can on my Windows XP Pro
box. Does anyone know what would cause this? Maybe a MS
Patch....
