Web access for only one site

For a couple days now I have been unable to access the web, getting the standard
"The page cannot be displayed" error message. Until I found that one site, my on-line
banking connection, works fine.
I use a pentium 4, 1.5 meg computer with 512 k ram. My ISP ran out of ideas after trying
sfc /scannow without success. I also went down a list of regsvr dlls kindly provided by
Frank Sounders. All security settings are set to default. I run AVG and XP Firewall.

What could be the problem?

Sounds like HTTPS works (to your bank) but HTTP is blocked. What happens
when you disable the firewall (both the software firewall on your host and
any firewall in the NAT router, if you use one)?
