way to monitor what an app sends/receives over tcpip network?

When I install a new program, I use tools that will allow me to monitor what
registry entries and files are changed, added or deleted.

I'd also like to be able to monitor if the app attempts to communicate with
something inside or outside of my network thru tcp/ip?

What is the best way to monitor an app - to see if it is trying to 'call home'
over tcp/ip?
