wavy windows

When I move a window across my desktop, it 'wobbles' and becomes distorted.
When I try to scroll thru an article it is like flicking thru pages of a book
-- not smooth. Is this a card problem. Although I know I have an Nvidia
GeForce FX 5600 vga driver installed, I can find no trace -- something called
VgaSave is being used and cannot (by me) be overridden. Can anyone help?

Its either one of two things....

Video Card or Monitor. I would lean towards the Video card. If there is a
extra monitor somewhere you can try and if it still does it, you know its the
video card.
