WAVECOM GPRS MODEM Q2406A, CONNECTION PROBLEM

i have serious problem connecting to the internet with wavecom gprs modem
in smart device with win.ce net.

i can say, in the last 2 weeks, i try many things,and learn about what you
need to connect to the internet with gprs modem.
with siemens modem, i connect successfully.

with this wavecome modem , i fail.
and if someone have expirience with wavecom modem ill be glad if he guide me
step by step.


now,here is what i got till now :
i can sent the AT COMMANDS, and get the "CONNECT" and after GARBAGE
strings..
and after that "NO CARRIER"

now, i understand that this garbage string, the PPP try to negociate.
but from what i know, using the dial up connection from the control panel
will do the job of the ppp.

i tried to do the dialing through the dial up connection,
but i get "THE PORT IS NOT AVAILABLE:IT IS EITHER CONFIGURED INCORRECTLY OR
ANOTHER PROGRAM IS USING IT"



with the siemens modem, where i connect succesfully,
i got an exe file that init the modem in some way,
and then i click on the dial up connection, and i can browse the internet
successuflly.
if i didnt click on the exe before the dial up connection, i got the same
error
"THE PORT IS NOT AVAILABLE:IT IS EITHER CONFIGURED INCORRECTLY OR ANOTHER
PROGRAM IS USING IT"


This is the reason ,i feel, that i missing somthing in the AT COMMAND/ INIT
STEPS, that maybe sepcific to WAVECOM ,
or maybe i need a driver ?


any ideas will be nice to read.
