If you mean a non-tileable background image (what FP call a watermark)
Right click the page for page Properties Formatting
If you mean a "wash-out" image as a watermark, use an image editor
You can also drag the image onto an empty page and from the FP Image Tools bar select Color Wash-out and save the page (FP will
prompt to overwrite/save the Wash out image)
The use it for your background on other pages
