'Warning' ( '!' in yellow triangle)

I get a warning message every time I try to open 'Control Panel' and every icon in their.

The waring reads: (title) VirusScan:Avsmcpa.dll
The specified resourse language ID cannot be found in the image file.
C:\WINDOWS\System32\Res901\Avsmcpa.dll
\Res900 \Res09 \Res0000 \Res00This pops up every time and is anoying.
After clicking on 'OK' every thing seems to be normal.
Unless I click on another icon.

Does anyone know what this means?
Should I be concerned about it?
How do I get rid of it?

Maybe its a virus..run your virus scan and see.

I have the exact same problem and haven't found out any answers. Also, It seems that some of the "look" of XP seems to be missing. The Start button looks like "Classic Windows" instead of XP. Does anyone have a clue?
