Warn before sending mass mailouts

It's all too common for people to accidentally send (personal) emails to a
whole department or company. And the recall feature being what it is, there
is always scope for embarrassment. Although warning before sending every
mail would be ultimately futile, it would make sense to have an option that
users can choose to be warned if they are sending to multiple recipients
(allow them to choose the warning threshold). Also the option to warn if you
are sending to something that resolves to a distribution list in the GAL
would be useful

"There are seldom good technological solutions to behavioral problems."

If you're having a huge problem with this, perhaps your company needs to
have a "no personal e-mail" policy put in place, that users are required to
sign as part of the general computer use policy.
