Want to turn off the "pop-up" meus on the cursor

Is there a way to turn off the annoying little help menus that pop up when
the cursor lands on an icon? I have searched control panel and all the help
data and cant find anywhere to turn those off?

Folder Options

To access: Control Panel > Folder Options or My Computer / Windows
Explorer > Tools > Folder Options
Highly recommended that the following are unticked:
"Show popup description for folder and desktop items"
