Want allowed programs BLOCKED1

I want to remove Quick Tim Task from my system I have
setr it to be ignored a number of times, but it is still
allowed everytime I play a file. Is there a way to stopn
this or have the other companies sued MS so many times
that they are scared to allow users to make their own
choice?

Add/Remove programs works for me. No QT on my machines.
