Wallpaper policy

This is a two step process.
1. Configure the policy here.
User Configuration\Administrative Templates\Desktop\Active Desktop\Active
Desktop Wallpaper.
Input the path to the wallpaper you desire. Ensure your users have the
proper permissions to the wallpaper.
