changing wallpaper and background color on XP and W2000

I have to send down a logo in a .bmp file to all the computers to use
as company wallpaper. I also need to change the background color to
black so no borders will show.

I've try using group policy via gpmc.msc and sending it down as a
theme. After I relogon, the background and wallpaper dont change.
however, if I right click on the desktop and hit the display
properties, it shows the theme and wallpaper as being received via the
policy.

I tried exporting the registry key for the "wallpaper=" but regini
doesnt run right in a batch file so the key is not changed.

Need help on this one..any idea why this is happening? Thans in
advance.
