Wallpaper missing

Everytime after I turn on a program, such as IE or
Outlook, which occupy the whole screen, and return to the
desktop, my wallpaper disappears.
I need to go back to Display properies to reset it.
The position of the wallpaper is set to Center, but my
original setting is Stretch.
How can I fix this problem?
