my win sp3 tells me that the "No defragmentation tool is currently
installed" It used to work but something went array. Is there any way to
reinitialize it in the registry without reinstalling w2kp?

does it work if you goto

Start
Run
type
dfrg.msc
click OK

The dialog box comes up, but if I click the "Analyze" or the Defragment"
buttons, nothing happens. If I right click the C-drive in windows explorer,
and go to "tools", it tells me "No defragmentation tool is currently
installed".

Did you install a 3rd party defragmenter? Some of them are known for
removing the built-in defragmenter or un-registering the built-in
defragmenter as the default defragmenter.

If you can click on dfrg.msc and it comes up, then I suspect that you simply
need to re-register the built-in defragmenter as the default defragmenter.
