W2K will not restart without a power down

My system will not restart with a "soft" restart. If I
try to do this, the system will stay powered up, the
monitor will be in standby, but the system will not boot
up. The only way I can get it to restart is to power
down, and even then sometimes I have to do this several
times before it will boot up.
Any help with this would be greatly appreciated.
 
Try ending any running apps, and exiting any shown in the task bar.
If that helps then it is a process of illimination to check which is the
problem one

There aren't any running apps...it will exit windows fine,
but when it tries to boot back up, it hits a brick wall
and seems like it is in stand by even though I have stand
by disabled.

(this may be difficult to follow as I did not go
back to edit it)

Start with this...
Cold start with a W98se boot disk
(www.bootdisk.com)
"type" FDISK /MBR
after power down boot to Safe Mode with a Command
Prompt
"type" SFC /SCANNOW
after try a "restart" now
If your not up to speed go get a copy of msconfig
for XP at
http://www2.whidbey.com/djdenham/Msconfig.htm
Install and on the General tab click Diagnostic
Startup
and restart if the little dumplin doesn't restart
right open it and change back to Normal Startup
Let's try to run an online virus scan at
http://securityresponse.symantec.com
Give it one time rights and OK to d/l the
definitions
When you get through if you find something, go to
Google, search for the file or infection.
Get a fix sheet from NAI or grisoft or TrendMicro
Print the fix and do it line by line least it will
return.
Go to Google, search for "Stinger"
d/l the program and run it.
It fixes over 30 infections
Now try to restart...
Doesn't work, huh...
Do you have your ERD and full backup
If so do a "repair install"
To do this, change your BIOS boot order to CD-ROM
first.
Install CD in the tray and restart or power down.
Boot and depress any key when instructed.
Your files for the 4 boot diskettes will be loaded
and then
you're asked to Setup or repair
Choose repair and get ready to insert your ERD at
the prompt for ERD or Recovery Console.
Dang, I'm getting tired.
Enter ERD at the prompt.

OK, you don't have an ERD

We're going to do and "inplace" upgrade of Win2000.
As I may be getting ahead of myself I will quit
here and say back up all of your data and items
like Address book and Favorites, etc.
You might want to make sure you have the latest
drivers for your hardware.
Right mouse My Computer and choose "manage"
Double click System Information and click System
Summary
On the menu bar click Action, Save as a text file,
point to your desktop, and name it
Hardware011404.txt or something.
With it on your desktop, open it and print it for
reference.
Go to each manufacturer's site and get the latest
Drivers
You also want to go to the Mother Board mfg. and
see if there is an update for the BIOS. If there
is, d/l it. Try to Burn a CD with all the drivers
on it, or save to a storage device, pen flash
memory, or floppies (but that's tough) if the files
are small enough.

I'm tired and going to quit for now.

Sorry missread,
If yr saying sys wont power up from standby try initially disabling win
power saving options.This might also be set in the bios
If yr saying pc wont boot up without several retrys, try F8 the boot log
option
