W2K user can use fax only with admin right?

I have a problem, when I try to send a fax from word the fax doesn't start,
but when I restart my PC the modem send all the faxes in queue. I don't
understand. If I log on with administrator user I can use fax service
without any problem.
Anyone can help me?

Please ensure the user has permissions to fax. For setting fax permissions,
go to "Printers", right click on the Fax icon and go to the security tab.
Alternatively, for more fine-grained security settings, go to
"Start->Programs->Accessories->Communications->Fax Service Management" -
this will bring up the snap-in for fax. Right click on Fax (the root node)
and bring up the properties, go to security tab.
