W2K Rebooting in never ending loop

McAfee Stinger says no virus or worm, but the system
started continuously rebooting on startup before bringing
up the logon screen. User was browsing the Internet the
night before and downloaded many things from many sites.
May be pertinent or not.

Only way to bring up system is in safe mode. Any clues
that would help?
 
Did they update a driver or something? If they did you might be able to roll
the driver back.
